William, it looks like a purpose-built hillclimb car to me.

WOW, it reallys makes you feel like you are in the car!

sweet. it does look like gt4 or something. all the super hill climb cars ive seen were closed cockpit cars, this one looks like a prototype, lmp kind of thing, and those mountains look italian.....

also check out climb dance, its a film with peugots (to hell with spelling) pikes peak car climbing the hill in colorado. i know ive seen it online somewhere...
