Does the Tamiya car come with Goodyear decals too?

No, since many years , no GY decals in Tamiya F1 kits , and for the 1st time no GY letters on the tires themselves , fully new moulds.

I noticed this in the Hasegawa description: "Plus, as the initial production limited edition extra, a special plastic parts accessory
is included for a bit of extra happiness."

Any idea what those parts are?

I think its the sprue with the driver helmet and the Hose fittings...

I'm a bit confused... the first photos of the Tamiya showed the decals in the correct, lighter yellow, but the latest photos show a very intense yellow, like the original Lotus 78 kit decals...
The Hase decals also don't look correct... or is it just the photo?

The photos of the built up cars are not well done and the Tamiya shot in particular looks like the white balance is off.
