Anyone know if it is possible to get replacement decals for 1/43 scale Starter kits?

Don't know about original decals, but you can try Pattos Place for decals. They have a ton in different scales for a lot of sports cars.

What kits are we talking about?
For a start you can check ebay, especially the french one. Quite often you can get decals for these old resin kits. Sometimes originals, sometimes new ones by Colorado and other makers.

And you might even get better-than-riginal stuff technology has evolved.
