When I built mine, I did the Hertz PC17 car, and I used plain Tamiya TS16 yellow. It turned out to be a pretty good color match. If it needs to be a bit darker then you could use Tamiya TS34 camel yellow. TS16 was recommended by Indycals to go with his decals

Definitely TS16. Now the cars 'may' have had a pearlescent effect. I say 'may' because it is something I never noticed until the 2000s, and I've seen every Pennzoil Indy car up close from 1981 onward, so if it did have that effect it was incredibly subtle, so much so that it would be impossible to recreate the effect accurately in scale, so again, TS16 is the way to go. Even when you know it is there you have to be right on top of the car to see the effect.

For acrylic bottle paint, it should be X-8, the same color as TS16.

TCP global has House of Color ready-to-spray bottles. They have everything. I remember the car as having a lemon yellow fine metallic pearl color. Testors's Boyd custom colors had a yellow that nailed it..but that might be hard to find now.

Wow thats not as big a difference at all. Maybe just a bit in the reflections but TS16 is really close!

The Pennzoil Yellow was a yellow that they would not tell exactly what color it was , there have been all kinds of ideas what color it really was a Metallic or Pearl or just a different shade of Yellow. So this discussion could go on forever and nobody would have the correct answer
There use to be a paint available in the US that matched most of the NASCAR colors and there was a Pennzoil Yellow with a Pearl overcoat, but no longer available .
So I agree with Michael that Tamiya TS16 is the best choice available

If you want to do a laquer base coat with a clear coat another great option is http://www.scalefinishes.com/racing.html. Under the 2oz bottles is a Pennzoil pearl option as well as a non pearl I use the pearl version for my Mears cars.
