I wonder if it'd be worth checking Harbor Freight (or the equivalent cheap-but-usable tool store in your country) or Craigslist/Kijiji (or your local equivalent thereof) for a small-ish shear/brake - maybe you could find something that would work for both your uses.

For that matter, it might be worth looking there for a paper cutter, too.
