Well, at the time F1 teams did work like that ( or worse ).
Remember the Ferrari team pictures with mechanics having diner on the cars for example
The workshops changed substantially in the 80s with the carbon fibre chassis coming up.
Presumably first at McLaren through John Barnard and subsequently at other teams too.

Auto Delta was a wholly owned subsidiary of Alfa Romeo wich in turn were owned by the Italian government. Carlo Chitti who also work for Ferrari on the Sharknose cars as the head of engineering was a good engine man but very lax when it came to running the Alfa team. They often brought poorly prepared cars to the races and had many mechanical failures that could have been prevented. That's what can happen when you let the government run a company. No one is worried about loosing their jobs if they do poorly, that is until political pressure mounts on government officials to push them or else. That push came in the early and mid 1970's and again in the early 1980's until finally the team was dissolved in the mid 1980's after doing very poorly for most of their 30 years in operation. The Italian government finally let FIAT have Alfa Romeo in 1986/87 at wich time FIAT re formed the pre WWII and early post war Alfa Corse again to take over racing operations. Most of that activity was outsourced to companies like Abarth also partly owned by FIAT.
On paper most of the T33 cars were amazing. Just look at the difference between Porsche and Ferrari race car chassis in 1967. The Porsche and Ferrari Chassis looks prehistorical compared to the super complicated castings and tubes on the Alfa T33/2 cars.
