Hi Uli:
In my experience, when an exhaust or other high-heat part is made in Inconel or other similar alloy, this part you ask about is like a bellows that allows for contraction/expansion in length of the part so that it doesn't fracture. For example, you can see it on the LaFerrari engine exhaust tubes on the longer straighter sections front and back cylinders:
If the part is curved it will move and reshape without too much risk, but for a straight section that needs to adjust length it makes sense to me that these bellows are welded into the pipes. I may be wrong but this is what I've deduced by looking at them.
