I have a feeling Ferrari might find it too restrictive for them, given how comparatively unrestricted F1 is for them, at least in comparison to other teams.
I must admit it would be rather epic though, especially if they went head to head against McLaren... (not sure if McLaren are still doing the Indy thing though tbh)

Not gonna happen.
The Indy thing is their go to "threat" whenever things in F1 don't go their way. Now it's the budget cap.

Its not a switch that is being discussed like in 85, its the idea of keeping everyone at Ferrari employed with a budget cap. I don't think Ferrari will be very happy with the spec series though. I have a feeling no one has kept up and thinks that its still CART though!

I don't even want to read this threat from Ferrari. I have heard this kind of stuff so many times going back to the 70's.
Keeping people employed....I can understand that in Italy's employment spider web, however in these weird times there may be an opportunity to cut back or transfer them to production car development for another company on loan. (edited because I see Ferrari is mainly public and not under Fiat control since a few years back....)

Nevertheless mixing these threats with people's jobs is a bit cheesy.
As you guys say, surely there are easier ways to keep them employed.

There could be something to this. A couple years ago there was talk that FCA was thinking about a Indy car engine program with Dodge. But Fiat wants Ferrari to be their motorsport group not Dodge so well have to see what happens.
