Yup, the rough/flat painted/structured/whatever surface disturbs the boundary layer at the microscopic level which reduces drag. I first remember seeing this in the 1987 Americas Cup on Stars and Stripes... I notice it on Red Bull and Ferrari, others may know more.

Ther is something strange with the look of modern F1 cars. Every time I look at them I get the feeling that the rear wheels are smaller than the front.

Rear tires are now 405mm wide; fronts are 305mm.
They look huge to me, after so many years of narrow tires to lower cornering speeds.
My favorite era was the '80s up to 1992, when they had those 18 inch wide rear tires. Huge and gigantic amounts of mechanical grip!
They must be pretty close to that now though!
