They did. Studio27 did a very nice IndyCar kit using the Reynard 98i chassis, in several liveries including the Target car, Players car, and aftermarket decals for the Valvoline version as well. They're hard to find now, but out there. I'm not aware of anyone doing the Penske PC cars in 1/20, altho...

Any clarification from them on the designer of the decals or is that still a mystery?

Tamiya posted a bunch of new models a few days back. Didn't see anything outside of normal cars.
