It's temperature paint. Determines how hot the disc is so the proper brake pad material can be selected or whether more cooling is needed.

Thanks. Mr. Metal looks like a good alternative. Although not a primer Eastwood's Diamond Clear for bare metal is also a possibility. Thanks again.
