The weakest paints are acrylics. These are water based and are easy to clean up. Painting over them with enamels or laquer paint will ruin the acrylics. Therefore it would be hard to cover an acrylic paint with a clear coat.
Enamel paints are a medium paint. You can put enamel paint over laquer paint but not the other way around. You can put acrylic paint over enamel but not the other way around. You can mix enamel colors to get an endless amount of colors. You can also polish enamels and clear coat them with clear enamel.
Laquer paints are the strongest paint and will ruin enamel or acrylic paints. They also pollute the most and are banned in many states. They dry from the outside in so dust particles have less of a chance of sticking to them. They polish out very well and can be clear coated.
